Montgomery Blair Club Constitution and Bylaws


ARTICLE I: NAME & PURPOSE Section A: Name – The name of this club shall be Robotics Club (The Blair Robot Project, Team 449). Section B: National Affiliation – The Robotics Club is a member of the FIRST FRC. Section C: Purpose – The goals and purpose of this club shall be: Create a safe, enthusiastic learning environment in which students can work together and alongside professionals to inspire interest in science, technology, engineering, and mathematics (STEM) and to provide opportunities for leadership development. Participate in FIRST Robotics Competitions.

ARTICLE II: MEMBERSHIP & DUES Section A: Eligibility - Membership shall be open to all high school students (regardless of whether they attend Montgomery Blair High School or a Montgomery County Public School) upon payment of the dues as outlined in Section B. Section B: Dues – Dues shall be $0 per year.

ARTICLE III: OFFICERS Section A: Officers – The officers shall consist of a President, a Vice President of Finances, Vice President of Operations, and Vice President of Communications. Section B: Eligibility – Anyone that is a member of Team 449 may run for office. Section C: Election – The officers shall be elected by ballot at the last meeting of the spring semester by a majority of the vote cast for that office. Section D: Term – The officers shall serve for one year and their term of office shall begin at the commencement of the fall semester. Section E: Vacancy – If a vacancy occurs in the office of President, an election among the current Vice Presidents shall take place, and that person shall assume the office for the remainder of the term and vacancies in any other office shall be filled by a special election.

ARTICLE IV: DUTIES OF OFFICERS Section A: President – it shall be the duty of the President to: Schedule meetings and set agendas. Lead weekly meetings with the Vice Presidents Work with team leadership and mentors to determine appropriate budget for the year Coordinate with technical mentors, scheduling mentors, financial mentors, and fundraising mentors. Run Kickoff and Build Season Guide team decision-making process. Mediate and resolve any disagreements during build season. Work with Vice Presidents and other officers to determine appropriate deadlines for projects. Lead planning of team schedule at competition and events. Communicate robot progress to the team through email/blog updates. Write inspiring e-mails with the Vice Presidents. Communicate team progress via email and blog to team sponsors. Represent team at sponsorship pitches and competitions. Arrange coverage for community outreach events Run elections for coming year’s officers.

Section B: Vice-Presidents– It shall be the duty of all the Vice-Presidents to: Assist the Vice Presidents with all duties as requested, including Help lead the weekly meetings, scheduling / agendas, maintaining relationships with students and mentors, communication. And any other tasks as requested by the Vice Presidents Be familiar with all of the responsibilities of the Vice Presidents and be ready to preside when called on. Lead with gracious professionalism.

Section B: Vice-President of Treasury - It shall be the duty of the Vice-President of Treasury to: Work to determine an appropriate organization system for the room, teach it to others, and implement it in conjunction with the Vice-President of Operations. Track team finances with financial mentor and report to leadership on budget. Work with the Public Relations Subteam and financial mentors to develop and maintain sponsorship letters. Inventory new incoming parts and to distribute them accordingly in conjunction with the Vice-President of Operations. Serve as the team’s quartermaster: keeping track of parts orders (ordering and receiving), maintaining a spreadsheet to organize the parts orders manage inventory (accounting for spares, ordering spares, packing spares) promote efficiency in use of financial and human resources Write and implement checklists to keep track of what is being packed for competition and outreach events. Lead robot packing for competition and events in conjunction with the Vice-President of Communications. Lead the early crew in unpacking and setting up the pit at competition in conjunction with the Vice-President of Communications. Lead pack-up of the pit after competition in conjunction with the Vice-President of Communications. Run a blog on wordpress during build season to keep members updated about the robot design and various events. Take, type, and distribute minutes of meetings


Section C: Vice-President of Communications – It shall be the duty of the Vice-President of Communications to: Communicate and organize any preseason events. Work with the President and Vice-Presidents to organize the district competitions. Work with the Vice-President of Treasury to pack the necessary items for the respective competitions. Lead robot packing for competition and events in conjunction with the Vice-President of Treasury. Lead the early crew in unpacking and setting up the pit at competition in conjunction with the Vice-President of Treasury. Lead pack-up of the pit after competition in conjunction with the Vice-President of Treasury. Communicate with the Public Relation subteam about outreach events, and to work together to ensure success. Respond to any inquiries about the team, sponsorship, outreach events, etc. in accordance with decisions of the team leadership. Plan team social events Help mentors with distribution and collection of permission slips and any other paperwork.


Section D: Vice-President of Operations – It shall be the duty of the Vice-President of Operations to: Work to determine an appropriate organization system for the room, teach it to others, and implement it in conjunction with the Vice-President of Treasury. Inventory new incoming parts and to distribute them accordingly in conjunction with the Vice-President of Treasury. Oversee and to help the Tech subteam with any computer permissions Make sure all work is supervised by a safety-trained adult Appoint team member to ensure maintenance of proper safety procedures (ie. wearing safety glasses, using tools appropriately) during work hours. Ensure proper integration and communication between subteams Assist people with proper technical advice and guidance. Ensure people are included in project teams. Talk to subteams to keep them on schedule.


ARTICLE V: MEETINGS Section A: Meetings – Regular meetings shall be held during the school year. Team 449 will meet every Thursday and almost every other weekend (alternating between Saturday and Sunday), aside from national holidays, until Jan. 9th. For the 6.5 weeks after Jan. 9th, Team 449 will meet every day of the week. These meetings will go from 3:20-6:30 on weekdays, and 10:00-5:00 on the weekends. Section B: Special Meeting – Extra meetings on the weekends, or extra meetings at mentors’ houses, may be scheduled based on need. Section C: Quorum – A quorum shall consist of the student leadership and at least one mentor.

ARTICLE VI: EXECUTIVE COMMITTEE Section A: Responsibility – Management of this club shall be vested in the student leadership (consisting of elected positions) responsible to the entire membership to uphold these bylaws. Section B: Membership – This committee shall consist of the Officers as listed in Article III and the Faculty Sponsor, as well as mentors. Section C: Meetings – This committee shall meet as needed with mentors in order to organize and plan future activities. Meetings can occur during the weekends and during summer breaks if needed.

ARTICLE VII: STAFF SPONSOR Section A: Selection – there shall be a Staff Sponsor who shall be selected each year by the membership. Section B: Duties – The responsibilities of the Staff Sponsor shall be to: Sign building use forms Sign financial acct forms Submit field trip paperwork -team fills out paperwork, only need signature Attend competitions - four school days missed; team pays for sub time, travel expenses Open room 361 for team meetings, work sessions Lend name and credentials to team grants Attend Thursday meetings from 3:20 - 4:30 pm Inform students about MCPS policies and rules, enforcing them as needed

ARTICLE VIII: COMMITTEES Section A: Program Committee – A program committee composed of the Vice-President, as Chairperson, and four other members, shall be appointed by the President before the end of spring semester. Their duty shall be to plan the overall program of the club. Section B: Other committees – Robotics Club shall be divided into subteams based on the student’s interests. These subteams are as follows: Mechanics Electronics Programming CAD Drive Tech Public Relations

All students are free to join whichever subteam, and can be part of one or more. Being a part of a subteam is necessary for being on the team. Section C: Special Committees – The President shall have the authority to appoint any special committees, with the approval of the student leadership, from time to time as need demands.

ARTICLE IX: AMENDMENTS Section A: Selection – these bylaws may be amended by a two-thirds (2/3) majority vote of the chapter membership. Section B: Notice – All members shall receive advance notice of the proposed amendment at least five days before the meeting.
